Your Role

Focused Energy is developing its flagship fusion facility at Biblis, Germany — and this role sits at the heart of making it happen. As Facility Development Lead, you will be the senior bridge between our engineering teams, the RWE/Biblis site stakeholders, German design and permitting requirements, utilities providers, and external planning partners.

Without this role, Biblis development would slow down, RWE discussions would be less focused, and facility requirements could become fragmented. Engineering leaders would carry too much of the facility strategy and stakeholder interface burden. You will remove that risk by owning the facility development direction end-to-end.

Your primary mission: turn Focused Energy’s technical and strategic needs for Biblis into a clear, realistic, and executable facility development plan — and keep it moving.

What You'll Do

Define the Biblis facility development direction by translating FE’s technical

requirements into a phased, executable site, building, and infrastructure plan.

• Lead the RWE and site-owner interface on facility planning, infrastructure constraints,

utilities, and long-term site expansion, collaborating closely with the Senior

Construction Project Manager.

• Translate engineering’s needs into facility requirements across lasers, targetry,

diagnostics, controls, cleanrooms, electrical systems, safety and operations.

• Drive German design and permitting strategy by identifying required approvals,

regulatory constraints, fire protection requirements, and risk assessment.

• Coordinate external architects, planners, consultants and utilities partners, ensuring

their output is aligned with FE’s technical roadmap and decision needs.

• Enable senior decision-making by maintaining a clear, current picture of facility options,

risks, assumptions, dependencies, and cost/schedule implications, so engineering

leadership can act with confidence and without delay.

Who You Are

Must-haves

  • Experience leading or shaping complex facility, industrial building, infrastructure, or technical site development in Germany.
  • Working knowledge of German building, planning, permitting, and compliance processes.
  • Ability to translate technical engineering needs into facility, layout, infrastructure, and utility requirements.
  • Ability to manage external architects, planners, consultants, or engineering service providers.
  • Strong stakeholder interface experience with site owners, authorities, landlords, utilities, or senior external partners.
  • Professional German and English language capability.

Nice-to-haves

  • Experience with energy, nuclear-adjacent, research, cleanroom, laser, laboratory, or high-tech industrial facilities.
  • Direct experience with RWE, grid operators, utilities providers, or major German site owners.
  • Experience with phased campus or brownfield site development.
  • Familiarity with power infrastructure, backup power, grid connection, HVAC, cooling, cleanrooms, or specialist utilities.
  • Architectural, civil, building services, industrial engineering, or related professional qualification.
  • Experience supporting investment cases, board-level decision papers, or strategic facility roadmaps.
